The VEFR is designed to introduce individuals to EMS and provide basic first response capability to their community. It is built for the fire service, law enforcement, security services, and other agencies of public safety to provide initial care to the ill or injured.
For the Vermont EMS First Responder (VEFR) certification, the scope of practice is based upon the American Heart Association Heartsaver First Aid / CPR & AED course. The primary focus of the Vermont EMS First Responder is to initiate immediate lifesaving care for critical patients.
This training will equip you with the basic knowledge and skills necessary to provide lifesaving interventions while awaiting additional EMS response and to assist higher-level personnel at the scene and during transport. Vermont EMS First Responders function as part of a comprehensive EMS response.
This is a Hybrid VEFR course. You must attend the in person class as well as complete the Heartsaver® Total - Heartsaver First Aid CPR AED Online course via the American Heart Association website prior to attending the inperson session.

After registering for LIGHTS, navigate to “Applications” and scroll down to find “Course Enrolment Notification to EMS Office”.
Follow the prompts and select “24-07-VEFR-209” when prompted to select the “course number”.
